The US Department of Transportation (DOT) recently announced a new focus on an existing rule: truck driver operating commercial vehicles in the U.S. must be able to speak and understand English.

While this rule isn’t new, how it’s being enforced is changing, and that’s what motor carriers have been talking about. 

Let’s break it down in simple terms

What’s the english proficiency mandate about?

The English proficiency requirement is a part of the Federal Motor Carrier Safety Administration (FMCSA) regulations. It has been around for years, but many individuals in the industry didn’t feel its full weight until now.

Here’s What The Rule Says:

All commercial motor vehicle (CMV) drivers must be able to:

  • Have a conversation with law enforcement and or inspectors
  • Understand highway traffic signs and signals
  • Follow official instructions
  • Fill out necessary paperwork (like reports and logs)

In short, drivers need to know enough English to safely and legally operate on roads in the United States.

What’s Changed About The English Proficiency Mandate

In June 2025, U.S. Transportation Secretary Sean P. Duffy reinforced the rule with updated federal guidance, backed by an earlier executive order, calling for tougher enforcement across the board. 

Here’s How This Looks in Practice: 

Roadside inspections will now include real-time language assessments. 

Officers can assess whether a driver understands English based on how they respond to questions or instructions.

If a driver can’t demonstrate English proficiency during an inspection, they may be placed out of service immediately, leaving their load abandoned and creating major delays for both carrier and shipper.

Why Is This Happening Now?

How carriers can stay compliant

Here are five practical steps to help your business, and your drivers, stay compliant and successful.

1. Review Your Hiring Practices

Make sure new driver applicants show real-world English proficiency, not just on a written test, but in conversation. That could mean adding a brief verbal component to your interviews or requiring a third-party certification.

2. Refresh Your Training Program

If you already offer orientation or training, now is a great time to include communication scenarios. These could be how you interact with DOT offers or fill out paperwork properly. You can even partner with English-as-a-Second Language (ESL) trainers to create tailored support

3. Support Your Current Drivers

Have some seasoned drivers who could use help? Consider offering discounted or free language learning resources. Also, make sure your dispatchers and operations teams know how to help without creating extra pressure or confusion.

4. Keep Documentation In Order

The English Proficiency mandate Affects Expedited Shipping, Too

The English Proficiency Mandate now extends to two of the three primary equipment types in expedited shipping, box trucks and straight trucks. Sprinter vans are not yet affected since their drivers don’t need a CDL. 

That said, many expedited carriers, including sprinter van operators, have voluntarily chosen to follow the mandate. While this move promotes safety and professionalism, it also has ripple effects across the industry: 

  • The driver pool is shrinking as compliance limits capacity. 
  • Rates are climbing as carriers work harder to secure qualified drivers.
  • Companies are actively recruiting CDL drivers and skilled operators to fill the gap.

In short, expedited shipping is already feeling the pressure, with capacity tightening and costs on the rise.
